Appropriates $150,000 from the general fund in fiscal year 2014 to the Commissioner of Employment and Economic Development to conduct a study on North Dakota oil production's effects on Minnesota's economy.

Study must focus on northwestern Minnesota and border cities, examining current and projected economic, fiscal, and demographic effects, direct and indirect costs and benefits, positive and negative impacts, and economic challenges and opportunities.

Requires the study to be conducted by an independent entity with expertise in Minnesota's economy and demography, the domestic and foreign oil industry, and technologies and geopolitical factors affecting regional oil production.

Mandates the Commissioner report findings and policy recommendations to the House and Senate committees with jurisdiction over economic development and workforce issues by February 15, 2015.

Becomes effective the day following final enactment.
