Authorizes the Minnesota Office of Higher Education to participate in interstate reciprocity agreements regarding postsecondary distance education with similar agencies in other states if determined to be in the best interest of Minnesota students.

Adds determination of interstate reciprocity agreement participation as a new responsibility of the Office of Higher Education under Minnesota Statutes section 136A.01, subdivision 2.

Creates exemption from Minnesota licensing and approval requirements (sections 136A.61 to 136A.71) for out-of-state institutions that are approved participants in an interstate reciprocity agreement and comply with its terms.

Exemption applies only to institutions located in states that also participate in the interstate reciprocity agreement and have been approved by their home state and the agreement's oversight entities.
