Opposes EPA regulations that would expand federal jurisdiction over waters and lands under the 1972 Federal Water Pollution Control Act without Congressional approval.

Notes that Congress has rejected bipartisan legislation to expand federal jurisdiction under the 1972 Act and the Supreme Court has ruled to limit such federal jurisdiction on at least four occasions since 2001.

Requests that the Minnesota governor, U.S. Senators, and U.S. Representatives publicly express support for this resolution.

Directs the Minnesota Secretary of State to transmit enrolled copies of this resolution to the President, Congress leadership, relevant committee chairs, and Minnesota's federal delegation.
