Increases Airport Development and Assistance appropriation by $1,000,000 in fiscal year 2014 and $3,000,000 in fiscal year 2015.

Allows the Commissioner of Transportation to establish different local contribution rates for airport projects than those currently required under Minnesota Statutes, section 360.305, subdivision 4, for the current biennium.

Increases State Roads Operations and Maintenance appropriation by $5,000,000 in fiscal year 2014 and $18,000,000 in fiscal year 2015.

Increases State Road Construction appropriation by $14,000,000 in fiscal year 2014; includes $14,000,000 in first year specifically for improvements to "Old Highway 14" per settlement agreement with Steele and Waseca Counties executed January 7, 2014.

Modifies transfers from flexible highway account by increasing transfer to trunk highway fund from $5,700,000 to $21,000,000 in the second year.
