Appropriates $111,550,000 to the Department of Transportation for fiscal year 2015, including $650,000 for transit, $10,000,000 for highway-rail grade crossing safety improvements, and $6,000,000 for safe routes to school programs.

Allocates $30,000,000 for the corridors of commerce program, $10,000,000 for winter-related trunk highway repair, and $5,000,000 for state road construction.

Provides $39,400,000 in winter-related road repair assistance for local roads, including $1,200,000 for city streets, $1,200,000 for town roads, $11,500,000 for county state-aid roads, $3,500,000 for municipal state-aid streets, and $22,000,000 for metropolitan counties.

Appropriates $18,850,000 to the Metropolitan Council for $14,500,000 in transitway capital project development and $4,350,000 for suburban transit providers.

Authorizes transfer of up to $6,000,000 from the general fund to the Stillwater lift bridge endowment account and requires a one-time transfer of $2,500,000 to the railroad safety account by July 31, 2014.
