Establishes a new employee training partnership program administered by the Commissioner of Employment and Economic Development to provide rebates to employers for training newly hired employees.

Provides rebates of up to $3,000 per employee for training costs, with a maximum of $4,000 per employee for those with disabilities, long-term unemployed individuals, or veterans.

Requires new jobs to be located outside metropolitan areas, provide at least 32 hours per week for a minimum of nine months annually, and pay employees at least $13 per hour plus benefits.

Prioritizes employers in counties where the unemployment rate exceeded the state average over the preceding 12 months.

Appropriates $1,000,000 from the general fund for fiscal year 2015 for rebates, with up to five percent available for administrative costs; requires a report to the legislature by February 1, 2016.
