Defines "primary driving supervisor" as a person who supervises the majority of supervised driving time for an instruction permit holder under age 18 and meets applicable supervision requirements.

Increases required supervised driving hours from 30 to 40 total hours (with 15 nighttime hours minimum) for provisional license applicants, or allows 10 additional hours as an alternative.

Requires applicants to submit a supervised driving log identifying dates and lengths of each driving trip, signed by the primary driving supervisor, instead of certification by the parent or guardian approving the application.

Establishes optional supplemental parental curriculum of at least 90 minutes to be provided by driver education instructors covering graduated driver licensing, novice driver safety risks, and adult influence on driver behavior; completion allows reduction of required supervised driving hours.

Effective date of January 1, 2015 for most provisions; supplemental parental curriculum requirement effective the day following final enactment.
