Extends the deadline for property owners to submit reimbursement requests for appraisal costs from 5 days to 30 days before a condemnation commissioners' hearing.

Requires property owners to provide the acquiring authority with copies of their appraisals when rejecting offers or making counteroffers, and to submit any subsequently obtained appraisals within 10 days of receipt.

Increases the appraisal report disclosure requirement from 5 days to 30 days before a condemnation commissioners' hearing, aligning with the new submission deadline.

Maintains reimbursement caps of $1,500 for single and two-family residential property and $5,000 for other property types.
