Prohibits the Metropolitan Council from using eminent domain to acquire property unless a specific law authorizing use for a particular project is enacted.

Removes the council's ability to acquire transit systems through condemnation proceedings, limiting acquisitions to purchase, lease, or gift only.

Prevents the council from acquiring property from any entity that used eminent domain to acquire that property within the ten years prior to the proposed transfer.

Removes condemnation authority from the council's acquisition powers for land and property rights related to transportation services, wastewater treatment, and waste facilities.

Applies only to the counties of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington.
