Repeals authority for the commissioner of administration to enter into a long-term lease-purchase agreement for constructing a new legislative office building on a specified block in the capitol area.

Redirects any unencumbered, unexpended, or unobligated amounts from the $3,000,000 appropriated in fiscal year 2014 to the capitol renovation project instead of the legislative office building predesign and design.

Removes references to the new legislative office building from provisions regarding design-build delivery methods for audio and video broadcast services in the Capitol building and State Office Building.

Eliminates provisions authorizing ground leases, program plan approvals, and future repair funding reserves related to the legislative office building project.

Takes effect the day following final enactment.
