Amends Minnesota Statutes sections 161.32 and 574.31 to modify Department of Transportation contracting and surety bond provisions.

Allows the DOT Commissioner to make direct payments to employees of contractors for uncompensated labor and materials if the commissioner has initiated sanctions against the contractor, a bond claim is denied, and the contract has not been finalized and closed out.

Modifies payment bond claim deadlines for DOT projects to allow claims to be filed prior to contract finalization and closeout, rather than only within 120 days of last work.

Extends the deadline for filing legal actions on payment bonds for DOT projects to prior to contract finalization and closeout, rather than only within one year of completion.

Effective August 1, 2014, for contracts executed on or after that date.
