Repeals authority for the commissioner of administration to enter into a 25-year lease-purchase agreement to construct a new legislative office building on a specified block in the Capitol area.

Redirects any unencumbered, unexpended, or unobligated amounts from the $3,000,000 appropriated in fiscal year 2014 to the Capitol renovation project instead of the legislative office building predesign and design.

Removes references to the new legislative office building from audio and video broadcast services infrastructure provisions, limiting those services to the Capitol building and State Office Building only.

Eliminates provisions allowing the commissioner to enter ground leases, conduct architectural selection committees, and reserve funds for future facility repairs related to the legislative office building project.

Takes effect the day following final enactment.
