Creates the Legislative Health Care Workforce Commission to study and make recommendations on strengthening the healthcare workforce in Minnesota

Commission consists of 10 members total: five senators appointed by the Subcommittee on Committees and five house members appointed by the speaker, with 3 majority party and 2 minority party members from each chamber

Commission must submit a report to the legislature by December 31, 2014 that identifies current and anticipated healthcare workforce shortages by provider type and geography, evaluates effectiveness of existing workforce development incentives, studies alternative incentives, and identifies barriers and solutions related to primary care workforce issues

Commissioners of health, human services, commerce, and other state agencies must provide assistance and technical support to the commission, which may establish subcommittees for additional support

Commission expires on January 1, 2015
