Removes schools and government-sponsored organizations from the list of entities exempt from restrictions on disseminating sexually explicit materials to minors.

Narrows exempt institutions to churches, museums, medical clinics and physicians, hospitals, and public libraries.

Eliminates the definition of "recognized and established schools" that previously included organizations with full-time faculty and diversified curriculum.

Creates a civil cause of action allowing parents or legal guardians to sue schools or governmental institutions that disseminate or display obscene material to children as defined in section 617.241.

Entitles successful plaintiffs to recover the greater of $1,000 or actual damages including emotional distress, plus reasonable attorney fees and injunctive relief.
