Extends the deadline for the commissioner of human services to adopt rules governing positive support strategies, emergency manual restraint, and restrictions on aversive and deprivation procedures from May 23, 2013 to August 31, 2015.

Expands the scope of rules to cover all facilities and licensed services serving persons with developmental disabilities or related conditions, not limited to chapter 245D facilities alone.

Requires the commissioner to identify data collection elements for emergency manual restraint incidents and positive support transition plans, with licensed facilities reporting data to the commissioner and the Office of the Ombudsman for Mental Health and Developmental Disabilities.

Establishes an interim review panel by August 15, 2014 to review requests for emergency use of procedures when necessary to protect persons from imminent serious injury due to self-injurious behavior, comprised of experts in positive supports, mental health professionals, health professionals, and representatives from state agencies and disability advocacy organizations.

Repeals multiple existing statutory provisions and Minnesota Rules parts related to controlled procedures upon the effective date of the new rules adopted under section 245.8251.
