Exempts dental service providers operating outside the seven-county metropolitan area from requirements to participate in medical assistance and MinnesotaCare programs as a condition of participating in state health insurance plans.

Reduces the minimum patient participation requirement for dental service providers in the seven-county metropolitan area from 20 percent to 10 percent of patients covered by medical assistance and MinnesotaCare, or allows providers to accept new patients who are children with special health care needs.

Defines "children with special health care needs" as children up to age 18 with chronic physical, developmental, behavioral, or emotional conditions including bleeding disorders, cancer, developmental disabilities, epilepsy, autism, Down syndrome, and other commissioner-designated conditions.

Requires the commissioner of human services to seek any necessary federal waiver or approval to implement the changes and notify the revisor of statutes regarding the waiver status.

Makes the changes effective upon receipt of any required federal waiver or approval.
