Prohibits the Minnesota Sports Facilities Authority, the governor, and state executive branch officials from offering or proposing additional state-funded public subsidies to the National Football League to host the Super Bowl.

Defines prohibited incentives to include tax incentives, grants, and payment of costs typically borne by private individuals or entities for their events, whether or not legislation would be required.

Establishes legislative finding that state funding for the professional football stadium constitutes the maximum appropriate level of state assistance for Super Bowl hosting.

Repeals Minnesota Statutes 2012, section 297A.68, subdivision 9, effective the day following final enactment.

Both the new prohibition and repeal take effect immediately upon final enactment.
