Removes requirement that advanced practice registered nurses practice "within the context of collaborative management" from definitions of clinical nurse specialist, nurse-midwife, nurse practitioner, and registered nurse anesthetist practice.

Eliminates requirement for written agreements between advanced practice registered nurses and physicians to prescribe drugs and therapeutic devices, replacing this with direct prescribing authority within their scope of practice.

Allows certified nurse practitioners, registered nurse anesthetists, and certified clinical nurse specialists to prescribe and administer drugs without physician oversight agreements previously mandated by standards established by nursing and medical associations.

Adds unlawful trade practice provision prohibiting any profession from controlling consumer access to another profession by requiring agreements or permission from competing professions.

Repeals subdivision 6 of Minnesota Statutes section 148.171 and subdivision 6 of section 148.235.
