Appropriates $1,900,000 from bond proceeds to the Commissioner of Employment and Economic Development for a grant to the City of Duluth for amphitheater construction at Lake Superior Zoo.

Funds must be used to design, construct, furnish, and equip an outdoor amphitheater at the Lake Superior Zoo.

Appropriation is contingent on the City of Duluth committing at least $1,900,000 in matching funds from nonstate sources.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $1,900,000 to provide the appropriated funds.

Takes effect the day following final enactment.
