Repeals authority for the commissioner of administration to enter into a long-term lease-purchase agreement to construct a new legislative office building on a specified block in the Capitol area.

Redirects any unencumbered, unexpended, or unobligated funds from the original $3,000,000 appropriation (fiscal year 2014) to the Capitol renovation project instead of predesign and design work.

Retains provisions allowing the commissioner to use design-build delivery methods and create selection committees for audio and video broadcast services facilities for the Capitol building and State Office Building.

Removes references to the new legislative office building from provisions governing ground leases, program plan approvals, and related construction authority.

Effective the day following final enactment, with remaining appropriated funds available until June 30, 2015.
