Establishes that Minnesota citizens have an affirmative, fundamental, and constitutional right to carry firearms openly or concealed without a permit, though obtaining a permit remains optional.

Makes firearm permits issued by sheriffs optional rather than mandatory, with permit issuance serving as prima facie evidence that law enforcement verified the applicant is qualified and not prohibited from possessing firearms.

Modifies penalties for certain firearm violations, including revoking the authority to carry a pistol for one year following conviction for violations under section 624.7142, subdivisions 1-5, and suspending authority for 180 days for violations of subdivision 6.

Creates criminal liability for public officials (misdemeanor) who unlawfully arrest, stop, detain, or harass persons lawfully carrying firearms, or who deny/suspend/revoke licenses without just cause, with violating officials personally liable for attorney fees and court costs.

Effective date of August 1, 2014 for the public official interference provisions, and directs the revisor of statutes to draft conforming legislation with the Bureau of Criminal Apprehension.
