Allows the Centennial Volunteer Firefighters Relief Association board of trustees to continue providing service pension and retirement benefits to firefighters if a city withdraws from the Centennial Fire Department joint powers agreement.

Requires that service credit, vesting eligibility, and pension computations treat the post-withdrawal period as a continuation of the pre-withdrawal period for affected firefighters.

Mandates that fire state aid and police and fire supplemental retirement state aid from all participating cities be deposited into the relief association.

Allocates any minimum municipal obligation levy among all served cities in proportion to the total state aid each city receives.

Becomes effective upon local approval by the governing bodies and chief clerical officers of Centerville, Circle Pines, and Lino Lakes in compliance with Minnesota Statutes section 645.021.
