Makes placement of residence addresses on driver's licenses and Minnesota identification cards optional; applicants may request an address be displayed, but department must retain address in records system regardless.

Eliminates the fee required to change the residence address on a driver's license record by allowing changes through a new computerized records system instead of requiring duplicate license applications.

Establishes a computerized records system for maintaining residence or designated addresses of all driver's license and identification card applicants.

Provides Internet access to the computerized records system, allowing applicants to change their address of record by providing their license/card number, birth date, and security code.

Effective August 1, 2016.
