Amends Minnesota Statutes sections 2.021 and 2.031 to reduce the legislature size by replacing fixed member counts with a formula based on the number of congressional districts in the state.

Changes the Minnesota Senate from 67 members to a number equal to the state's congressional districts multiplied by 7.

Changes the Minnesota House of Representatives from 134 members to a number equal to the state's congressional districts multiplied by 14.

Adds a requirement that senate districts cannot be divided when forming congressional districts.

Effective January 1, 2020, applying to the legislature beginning with the 2022 general election apportionment.
