Permits the Centennial Volunteer Firefighters Relief Association to continue providing retirement coverage for members who were enrolled before July 1, 2014 and transfer from the Centennial Fire Department to the Lino Lakes Fire Department if Lino Lakes withdraws from the joint powers agreement and establishes its own fire department.

Requires the relief association board to define how service rendered by Lino Lakes firefighters will be credited, subject to approval by the cities of Lino Lakes, Centerville, and Circle Pines.

Directs all fire state aid and police and fire supplemental retirement state aid received by Centerville and Circle Pines to be transmitted to the relief association, with Lino Lakes contributing a proportional share based on the liability ratio of its firefighters to all covered firefighters.

Requires Lino Lakes to budget for and include in its tax levy its portion of the relief association's minimum municipal obligation as calculated annually by the association's officers.

Mandates Lino Lakes representation on the relief association board and prevents former members who left Centennial Fire Department before withdrawal from returning to coverage through the Lino Lakes Fire Department; becomes effective upon local approval by all three cities.
