Changes the accrediting organization for birth centers from "Commission for the Accreditation of Birth Centers (CABC)" to "American Association of Birth Centers (AABC)" throughout the statute.

Replaces the requirement that birth centers obtain CABC accreditation with a requirement that they implement the most recent AABC standards and be in substantial compliance with those standards.

Adds a new subdivision requiring the commissioner of health to conduct annual inspections of licensed birth centers to verify substantial compliance with AABC standards and reasonable state rules.

Removes the requirement that birth centers provide accreditation materials to the commissioner and replaces it with a provision allowing the commissioner to determine compliance through inspection rather than accreditation documentation review.

Modifies the grounds for license suspension or revocation to include findings of substantial non-compliance with AABC standards instead of loss of CABC accreditation.
