Modifies Minnesota Statutes section 103G.287, subdivision 2, regarding groundwater appropriation permits and their relationship to surface water resources

Changes the standard from "potential" negative impacts to "proven" negative impacts on surface waters before groundwater appropriations are subject to applicable provisions in section 103G.285

Adds new requirement that groundwater appropriations proven to have negative impacts to designated trout stream habitat are subject to applicable provisions in section 103G.285

Raises the threshold for regulatory action by requiring proof of actual negative impacts rather than mere potential impacts to surface waters
