Appropriates $7,625,000 from bond proceeds to the adjutant general for military affairs capital projects, including $5,000,000 for asset preservation statewide, $1,244,000 for Brooklyn Park Armory renovation and addition, and $1,381,000 for Owatonna Armory renovation and motor vehicle storage.

Appropriates $4,040,000 from bond proceeds to the commissioner of administration for veterans affairs capital projects, including $1,500,000 for asset preservation at veterans homes statewide, $700,000 for Minneapolis Veterans Home deep tunnel repairs and waterproofing, and $1,840,000 for Luverne and Silver Bay Veterans Homes renovations.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $7,625,000 for military affairs projects and up to $4,040,000 for veterans affairs projects in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI.

Allows funds to be used for asbestos and hazardous materials abatement related to the Minneapolis Veterans Home deep tunnel project and Luverne and Silver Bay Veterans Homes projects.

Both sections are effective the day following final enactment.
