Defines "agent of record" as a licensed insurance producer who contracts with individual health insurance policyholders to advise and advocate on their behalf with their insurance company.

Defines "agent of record letter" as a signed agreement between an agent of record and policyholder authorizing representation regarding the policyholder's health insurance policy.

Establishes an exception to the rule that insurance producers are agents of the insurer, allowing agents of record to represent policyholders instead under the new provisions.

Requires MNsure to permit consumers to retroactively appoint a navigator or insurance producer to represent, advise, and advocate on their behalf.

Effective the day following final enactment.
