Prohibits state executive agencies, local governments, the Metropolitan Council, regional rail authorities, and the Counties Transit Improvement Board from taking any action or spending money on the Southwest light rail transit (green line extension) project.

Bans specific activities including applying for federal or other funds, issuing bonds, hiring contractors, acquiring property, environmental studies, planning, and public outreach related to the project.

Requires government entities with existing financial liabilities for project activities to submit statements to legislative transportation committees before making payments, including details on the claim, claimant, and purpose of the liability.

Takes effect the day following final enactment.
