Declares all federal acts, laws, orders, rules, and regulations regarding personal firearms, firearm accessories, and ammunition to be invalid and null and void within Minnesota.

Prohibits state agencies, political subdivisions, and their employees from enforcing federal firearms regulations or providing material support, participation, or assistance to federal agencies engaged in such enforcement within state boundaries.

Prohibits state agencies and political subdivisions from using state assets or funds to aid federal enforcement of firearms regulations within state boundaries.

Imposes penalties including denial of state funding for political subdivisions that violate the prohibitions, automatic resignation and permanent ineligibility for state employees who knowingly violate the prohibitions, and ineligibility for corporations providing services to the state.

Becomes effective the day following final enactment.
