Metropolitan Council must develop a model ordinance to guide sustainable development and redevelopment along riverfronts in the metropolitan area, limited to a maximum of 25 percent of each local unit of government's riverfront.

Model ordinance must specify technical and administrative procedures for riverfront development and becomes minimum regulation when adopted by local units of government.

Metropolitan Council must consult the "Connecting with Minnesota's Urban Rivers" report, review waterfront development results in urban areas outside Minnesota and the United States, and comply with applicable state laws on shoreland management, floodplain management, and water planning.

Commissioner of Administration must identify necessary building code changes and adopt an urban riverfront building code for residential, recreational, and commercial structures in floodplain areas that complies with Federal Emergency Management Administration and Army Corps of Engineers regulations.

Metropolitan Council must draft a model lease for local units of government to allow private entities to provide retail goods and services on government-owned land.
