Prohibits state agencies, employees, and Minnesota National Guard members from knowingly assisting federal government in investigating, prosecuting, detaining, or transferring persons pursuant to the 2012 National Defense Authorization Act (sections 1021-1022) or the 2001 Authorization for the Use of Military Force.

Exempts state and local law enforcement and National Guard participation in joint task forces or cooperative agreements with federal law enforcement if those agreements are not for the purpose of indefinite detention or transfer to foreign jurisdiction.

Establishes legislative findings that indefinite detention without trial, military tribunals, and transfer to foreign jurisdictions violate the Minnesota Constitution, federal constitutional limits on government power, and the posse comitatus doctrine.

References historical concerns including Japanese American incarceration during World War II as justification for the state's commitment to prevent indefinite detention.

Takes effect the day following final enactment.
