Appropriates one dollar from bond proceeds to the commissioner of transportation for repair and reconstruction of public roads and bridges (excluding trunk highways) for each dollar of bond proceeds used for other capital projects authorized under the Minnesota Constitution

Establishes a mandatory 50/50 allocation requiring that half of state bond proceeds be directed toward public road and bridge repair projects

Authorizes the commissioner of management and budget to sell and issue state bonds in the amount necessary to fund the road and bridge appropriation

Amends Minnesota Statutes 2012, section 16A.641, by adding a new subdivision governing bond proceeds allocation and bond sale authorization procedures
