Add "clinic" to the definition of health care provider under Minnesota Statutes section 62Q.733, subdivision 3, excluding hospitals, ambulatory surgical centers, and freestanding emergency rooms.

Increase notice period for contract amendments from 45 days to 165 days prior to the effective date, with exceptions for amendments required by law or government regulatory authority.

Require health plan companies to disclose fee schedule changes at least 165 days before the next contract year's effective date, either through renewal documents or secure Web portal, rather than only upon provider request.

Allow providers the opportunity to terminate contracts before fee schedule or material policy amendments become effective.

All changes are effective July 1, 2014, and apply to contracts entered into, renewed, or amended on or after that date.
