Amends Minnesota Statutes sections 174.50 and 174.52 to establish project prioritization criteria for local road improvement and bridge replacement programs.

Requires highest priority for projects developed in conjunction with trunk highway system projects that minimize traffic and community impacts and produce efficiencies.

Establishes selection criteria including effectiveness in eliminating transportation deficiencies, number of persons affected, economic feasibility, land use impacts, availability of other financing, and adequacy of operation and maintenance provisions.

Directs the Commissioner of Transportation to adopt rules and establish procedures in consultation with the Association of Minnesota Counties, League of Minnesota Cities, Minnesota Association of Townships, and other appropriate state agencies.

Effective the day following final enactment.
