Appropriates unspecified bond proceeds to the Commissioner of Employment and Economic Development for a grant to the city of Appleton to construct, renovate, furnish, and equip a regional public television station.

Funds are contingent upon the city of Appleton securing a 25 percent match from nonstate sources before the appropriation becomes available.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds in an unspecified amount to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
