Modifies petition requirements for school district detachment and annexation proposals under Minnesota Statutes section 123A.45, subdivision 2

Eliminates requirement for school board consent to detachment when the area is located in a city within the seven-county metropolitan area that is not served by a resident school district building and where the annexing district operates a school

Retains existing petition requirements including description of area, reasons for change, district identification, bonded indebtedness allocation method, and petitioner acknowledgment

Maintains requirement that detachment not reduce any district to less than four sections, unless that district does not operate a school
