Appropriates $839.5 million in capital improvement spending: $50 million each to University of Minnesota and Minnesota State Colleges and Universities; $126.3 million to Administration (including State Capitol restoration); $517.7 million to Transportation; $32 million to Public Facilities Authority; and $69.2 million to grants to political subdivisions.

Authorizes sale of $328.3 million in general obligation bonds (bond proceeds fund) and $517.7 million in transportation fund bonds to finance the appropriations.

Establishes transportation funding programs including $21.8 million for local bridge replacement, $18.3 million for local road improvements, $238.8 million for small city streets and township roads, and $238.8 million for city streets over 5,000 population.

Expands eligibility for bridge grant programs in smaller cities by removing population and net tax capacity limits, and allows grants to cover design, engineering, and construction costs plus bridge approach work and abandonment costs.

Cancels $6.5 million in unobligated appropriations from previous capital projects and repeals previous authority to finance and construct a new legislative office building.
