Adds definitions to Minnesota Statutes 444.075 for "curb stop," "water main," and "water service pipe" related to municipal water systems.

Prohibits municipalities from enacting or enforcing ordinances that assign private ownership and maintenance responsibility for water service pipes between a building and the municipal water main.

Allows local ordinances to establish private ownership and maintenance responsibility only for water service pipes from the building connection point to the curb stop or property line.

Voids any local ordinance that violates these restrictions on water service pipe maintenance responsibility.
