Authorizes forfeiture of all money used or intended to facilitate violations of prostitution (section 609.322) or sex trafficking (section 609.324) offenses, or local ordinances substantially similar to these statutes.

Distributes forfeited money from prostitution and sex trafficking offenses as follows: 40% to law enforcement agencies, 20% to prosecuting authorities, and 40% to the Commissioner of Public Safety for distribution to organizations serving sexually exploited youth.

Establishes a "safe harbor for youth account" in the special revenue fund to receive and distribute the 40% allocation for crime victims services organizations serving sexually exploited youth as defined in section 260C.007.

Amends the disposition process for forfeited property under section 609.5315 to allow disbursal of money under three subdivision provisions (5, 5b, or 5c) rather than two.

Requires the Commissioner of Public Safety to provide annual reports by February 15 to legislative committees detailing money collected, how it was distributed, and how recipient organizations used the funds.
