Prohibits manufacturers and wholesalers from selling children's products containing formaldehyde or ingredients that chemically degrade to release formaldehyde, effective August 1, 2014.

Prohibits retailers from selling children's products containing formaldehyde or formaldehyde-releasing ingredients, effective August 1, 2015.

Applies to products designed for children under eight years old that are physically applied to or introduced into a child's body, excluding foods, beverages, dietary supplements, pharmaceuticals, toys meeting ASTM F963 standards, and medical devices.

Manufacturers cannot replace formaldehyde with alternative chemicals identified by state, federal, or international agencies as potentially causing developmental toxicity, cancer, genetic damage, reproductive harm, endocrine disruption, or systemic toxicity.
