Creates a new funding category called "recovery program revenue" for school districts serving students in approved recovery programs, effective fiscal year 2014.

Allows students in approved recovery programs to be counted as up to 1.7 pupils in average daily membership (compared to the standard 1.2 limit for other students), generating additional per-pupil funding based on the difference between 1.2 and 1.7.

Defines "approved recovery program" as a course of instruction offered by a recovery school providing academic services, recovery assistance, and continuing care to students recovering from substance abuse or dependency, subject to commissioner of education approval.

Establishes "recovery program support staff aid" providing 20 percent of the salary (prorated for time spent in the program) for licensed counselors, school psychologists, nurses, and social workers serving approved recovery programs.

Appropriates funds from the general fund to the Department of Education for fiscal years 2014 and 2015 to support the additional general education aid and recovery program support staff aid (specific dollar amounts not filled in).
