Establishes a director of child sex trafficking prevention within the Department of Health to coordinate training, grant programs, and comprehensive evaluation of services for sexually exploited youth.

Grants to six regional navigators across the state to develop work plans addressing regional needs and resources for sexually exploited youth, with director oversight and technical support.

Removes age restrictions under Minnesota law so children of any age alleged to have engaged in prostitution or sexual exploitation are considered victims needing protection and services, not delinquent or petty offenders.

Appropriates $762,000 in FY 2014 for regional navigator grants, $750,000 for training programs ($500,000 FY 2014, $250,000 FY 2015), $532,000 annually for outreach workers, and $1,000,000 annually for supportive services including advocacy, legal, health, and mental health services.

Appropriates $4,472,500 in FY 2014 to Department of Human Services for safe harbor shelter and housing, including emergency shelter expansion ($2,190,000), transitional living programs ($1,370,000), supportive housing ($547,500), and foster care capacity ($365,000), plus $4,000,000 one-time for facility renovation and construction.
