Amends Minnesota Statutes section 541.051 to add a 14-year maximum limitation period for contribution or indemnity actions arising from defective real property improvements, regardless of when the cause of action accrues.

Clarifies that contribution or indemnity actions under section 327A.05 (statutory warranties) cannot be brought more than 14 years after the effective warranty date.

Extends the action period for causes of action accruing in the ninth or tenth year after substantial completion from 10 years to 12 years after substantial completion.

Maintains the existing two-year discovery period for bringing actions, with the new 14-year absolute cap applying only to contribution or indemnity claims.

Effective August 1, 2013, applying only to actions commenced on or after that date.
