Amends Minnesota Constitution Article IX, Section 1 to require three-fifths of members elected to each house of the legislature (instead of a simple majority) to propose constitutional amendments.

Requires a two-year process: amendment must pass one house in the first calendar year and the other house in the second calendar year before submission to voters.

Changes the election timing for amendment ratification to the general election following the next general election after legislative passage (adding a one-election delay).

Directs submission of this amendment to voters at the 2014 general election with a specific ballot question asking whether to adopt these requirements.

Amends Minnesota Statutes Section 3.20 to codify the three-fifths vote requirement and two-year legislative process, effective January 1, 2015, if the amendment is adopted.
