Declares any new federal law banning, restricting, or requiring registration of personal firearms, magazines, accessories, or ammunition unenforceable within Minnesota.

Applies only to firearms and components owned by Minnesota residents on the law's effective date and remaining within state borders, or manufactured in Minnesota and kept within the state.

Prohibits any person, including federal, state, and local officials, from enforcing new federal firearms laws within Minnesota under penalty of felony charges.

Establishes criminal penalties of up to five years imprisonment and a $5,000 fine for knowingly violating the enforcement prohibition.

Takes effect immediately upon final enactment, except the criminal penalties provision which becomes effective August 1, 2013.
