Requires the Commissioner of Education to adopt rules providing a standard adult high school diploma to adults who are not eligible for K-12 services, lack a high school diploma, and successfully complete an approved adult basic education program.

Establishes that adults earning the diploma must demonstrate proficiency in a standard set of competencies that positions them as equally prepared and qualified to postsecondary institutions and employers as traditional high school graduates.

Creates a nine-member advisory task force appointed by the Commissioner of Education with representatives from the Department of Education, local adult basic education programs, Minnesota State Colleges and Universities, Department of Employment and Economic Development, and the Minnesota Chamber of Commerce.

Requires the task force to review prior reports and develop specific criteria for awarding the adult diploma, with recommendations due to the Commissioner by February 1, 2014; the task force sunsets upon submitting its report.

Makes the diploma program effective July 1, 2014, and the task force establishment effective immediately upon enactment.
