Authorizes the commissioner of public safety to enter into interagency agreements to fund and operate a pilot project on driver's license revocation procedures, with agreements not exceeding June 30, 2016.

License revocations and commercial driver's license disqualifications become effective upon notification rather than after a waiting period, and persons receive notice of rights to administrative review and contested case hearings.

Establishes a 30-day window for petitioning the Office of Administrative Hearings for contested case review of license revocations or disqualifications, with hearings to be held within 60 days of petition filing.

Limits contested case hearing scope to 10 specific issues including probable cause for arrest, test results, officer compliance with rights notifications, and test validity and reliability.

Provides for petitions to challenge motor vehicle plate impoundment orders through the Office of Administrative Hearings, with hearings to occur simultaneously with license revocation reviews when possible.
