Authorizes use of basic skills compensatory revenue for programs designed to prepare children and their families for kindergarten, effective for fiscal year 2014 and later.

Expands allowable uses of compensatory revenue to include early education programs, parent-training programs, school readiness programs, four-year-old kindergarten programs, and outreach efforts to prepare children for kindergarten.

Allows districts and cooperatives to allocate up to an additional five percent of compensatory revenue (beyond the existing five percent) for early education activities under subdivision 1, clause (10), according to a school board-adopted plan.

Permits compensatory revenue reallocated for early education purposes to be spent on students in any grade, including those attending school readiness or other prekindergarten programs.
